NCOES Course Failure Counseling

Purpose of Counseling

To inform XXX XXXXXXXX on the consequences of NCOES failure



Key Points of Discussion

All Soldiers who are eligible to attend NCOES must attend. Promoted Soldiers will not be deferred from their NCOES course for any reason except for family emergency or operational deployment.

IAW AR 350-1, Army Training and Leader Development, and AR 600-8-19, Enlisted Promotions and Reductions, you are required to complete NCOES appropriate for your rank.

IAW AR 600-8-19, Paragraph 1-28, promotion requirements are:

1. SSD 1 and Basic Leader Course (BLC) for promotion to SGT

2. SSD 2 and Advanced Leaders Course (ALC) for promotion to SSG

3. SSD 3 and Senior Leaders Course (SLC) for promotion to SFC

4. SSD 4 and Sergeants Major Course (USASMC) for promotion to MSG

IAW AR 600-8-19, 1-29. Suspension of Favorable Personnel Action, a Flag will be initiated on Soldiers not in good standing as prescribed in AR 600-8-2.

IAW AR 600-8-19, Table 3-5, You will be assigned the following Nonpromotion Reason Code on the monthly promotion list until you meet requirements: (choose one):

A. Does not meet NCOES requirement and no other code applies (info)

J. NCOES failure (or refusal)

S. Declination of NCOES attendance



Plan of Action

IAW the following, you will not be eligible for promotion until you meet NCOES requirements.

AR 600-8-19, Paragraph 1-8. Standard of Service. (5). Automatically bypass Soldiers for promotion pin-on when the Soldier is not otherwise fully qualified for such promotion, to include completion of the required level of NCOES.

AR 600-8-19, Paragraph 1-10. Nonpromotable Status. (1) Has not completed the required NCOES course for the higher rank.



Leader Responsibilities

Because you failed to successfully complete your scheduled NCOES class, you may be administratively reduced and/or removed from the promotion list. I will keep you informed of your status and develop a plan to overcome this failure and regain your eligibility for promotion.

If you are reduced in rank, the effective date of administrative reduction will be the date of the action that caused you to be ineligible for promotion (NCOES failure). Your DOR will be your previous DOR held at the reduced grade.



Session Closing

I understand that if I fail to be fully qualified to maintain my present rank, I will be reduced in rank in accordance with AR 600-8-19.
