PART II - BACKGROUND INFORMATION

Purpose of Counseling


    The purpose of this counseling is to document the fact that you received a speeding ticket on base on 2 June 11 and to inform you that driving on base is a privilege and not a right.


PART III - SUMMARY OF COUNSELING
Complete this section during or immediately subsequent to counseling.

Key Points of Discussion:

Driving on base is a privilege and not a right. You can easily lose post driving privileges for 6 months or a year for speeding violations.

The speed limit on the installation is 30 MPH unless otherwise posted. It is 20 MPH in the housing area and 10 MPH when passing formations.

In addition to the requirements of § 634.10 of this subchapter: (a) Administrative suspension or revocation of installation driving privileges applies to the operation of a motor vehicle on Fort Stewart/Hunter Army Airfield. (b) Installation driving privileges will be suspended for up to 6 months for drivers who accumulate 12 traffic points within 12 consecutive months, or 18 traffic points within 24 consecutive months.

Losing your driving privileges does not relieve you from your responsibilities and will not be considered as a valid excuse for being late or absent.

This counseling is not a punishment or a disciplinary action. It is merely to inform you of the consequences of further driving violations.

I am required to forward this ticket to the orderly room where it will be kept on file.

ROUTINE USES: Provides you an opportunity to submit comments or documents for consideration. If provided, the comments and documents you submit become a part of the action. DISCLOSURE: Your written acknowledgment of receipt and signature are mandatory. Any other comment or document you provide is voluntary.


OTHER INSTRUCTIONS
This form will be destroyed upon: reassignment (other than rehabilitative transfers), separation at ETS, or upon retirement. For separation requirements and notification of loss of benefits/consequences see local directives and AR 635-200.

  Plan of Action:

Read the base driving regulation, IMSE-STW Regulation 190-5 (attached), and get familiar with regulations. Share the information with your buddies and help all of us avoid tickets.

At Commanders Call, you will be called upon to report the circumstances that led up to your ticket.







  Session Closing: (The leader summarizes the key points of the session and checks to ensure the subordinate understands the plan of action. The subordinate agrees/disagrees and provides remarks if appropriate)

  Make sure you have read and understood the base driving regulation and comply with the regulations. We cannot afford to have our Soldiers lose their driving privileges; further violations will be met with more serious consequences.
