E6 Contracting NCO
Serves as Acquisition, Logistics, and Technology (AL&T) Contracting NCO, Contracting Support Brigade; assists with supporting contracting battalion staff operations and functions while supporting the Area of Responsibility or Theater of Operation of the Army Service Component Commander and CSB/PARC theater wide contracting missions; primary mission is to deploy as a member of Early Entry Module (EEM) contingency contracting support brigade and in support of other contingencies as required.
E7 Contracting NCO
Serve as AL&T Contracting Noncommissioned Officer, Operations and Requirement Section, CSB/Principle Assistant Responsible For Contracting (PARC); provides administrative assistance with the execution and administration/revision of Contracting support plans, annex, and appendices in support of operational, contingency and deliberate plans associated with CSB/PARC AOR operations as well as integration of such plans, annexes, and appendices with the AFSB.
E7 Contracting NCO
Provides administrative and logistics assistance with requirements generation execution in support of annual Joint Chief of Staff, multi-national, joint service operations and exercises; assists with identifying requirements, developing and implementing procedures and processes for modular contracting teams executing contracts in support of warfighter operations; assists contingency contracting modular units and teams with the Army Contingency Contracting Equipment Package (ACCEP) in coordination with the AFSB; qualified as level II warranted contracting officer.
E8 Plans & Operations Contracting NCO
Serves as AL&T Plans & Operations Contracting Noncommissioned (NCOIC), Operations and Requirement Section, CSB/Principle Assistant Responsible For Contracting (PARC); assists with the execution and administration/revision of Contracting support plans, annexes, and appendices in support of operational, contingency and deliberate plans associated with PARC AOR operations as well as integration of such plans, annexes, and appendices with the AFSB; provides operational and requirement generation support for deployed joint task force and deployed and joint forces in the AOR.
E8 Plans & Operations Contracting NCOIC
Assists with operations and requirements generation execution in support of Army, Joint, multi-national forces and exercises; assists with leading, deploying, and executing operations and requirements personnel in support of standing operations and orders, Contingency Plans, and Deliberate Plans for contingencies and military operations; assists with the development, revision and maintenance of all operational databases and plans for Army Contingency Contracting Equipment Packages (ACCEP) in coordination with the AFSB; qualified as Level III warranted contracting officer.
E9 Senior Enlisted Contracting Advisor
CSM/SGM Position. The Senior Enlisted Contracting Advisor to the CSB/Principle Assistant Responsible for Contracting (PARC)/Commander, COL CSL Command Position; advises the commanders on all matters related to policy, planning, strategy, guidance, equal opportunity, assigning, counseling, training, resources, retention, health, welfare, readiness, discipline and professional development of military contracting personnel, DA Civilians and all assigned personnel. Monitors tasking from higher headquarters, manages strength management and assignment reports of all assigned personnel.

MOS 51C - Contracting Noncommissioned Officer (NCO)
Major Duties. Performs theater contracting support situational training; manages and coordinates theater contracting support; prepares Contracting Team (CT) for deployment; assists with administration of contracting support integration plans (annex W); prepares for contingency contracting deployment; reviews requirements packages; conducts contract solicitation process; performs contract administration and management; conducts Contingency Contract Administration Services (CCAS); completes contract close outs; establishes a regional contracting office or center (RCO/RCC); serves as a Division or Corps-level liaison staff NCO for a Contracting Battalion (CBN) or Contracting Support Brigade (CSB); performs all three functions of operational contract support (OCS) per ATP 4-10 (Contract Support Integration, Contracting Support, and Contractor Management); performs all aforementioned duties throughout all phases of unified land operations and joint operations.
General duties for NCOs in MOS 51C at each skill level are:
MOSC 51C2. (Personnel Only). This skill level is used to identify Soldiers accessed into MOS 51C after MOS qualification training, but prior to obtaining automatic promotion to the rank of Staff Sergeant. Promotion occurs on the first day of the month after completion of the MOS 51C qualification course either via the Army Acquisition Center of Excellence, or an appropriate contracting course of study via the Defense Acquisition University (DAU), as defined by the Army Director of Acquisition Career Management. The DAU track is not appropriate for active duty NCOs.
MOSC 51C3. 51C Staff Sergeants serve as contracting NCOs in a Contracting Team (CT), Contracting Battalion (CBN), Contracting Support Brigade (CSB), or other Table of Distribution and Allowances (TDA) generating force organization; in Contracting Battalions (CBN) and Contracting Support Brigades (CSB) they can be found in the Command Section or the Contract Administration Services section; establishes a contracting work center (RCO/RCC); solicits contract actions; processes and executes purchase orders; performs contract administration and management; conducts contract award orientations; notifies unsuccessful offerors; posts contract award synopsis; processes contract protests; exercises contract options; monitors contract performance and performs quality assurance; processes contract documents for payment; modifies contracts, processes unauthorized commitments; trains and manages contracting officer representatives; terminates contracts; processes claims; performs tasks related to Contingency Contract Administration Services (CCAS); administers contract-related property requirements, terms, and conditions; provides property management system analysis; administers use of government sources by contractors; performs audit services; monitors subcontract management; manages Logistics Civil Augmentation Program [LOGCAP] government property; processes and executes orders through the General Services Administration (GSA); serves as curators of contract files (paper and electronic); prepares for individual deployment; administers a contract support integration plan; reviews contract requirement packages.
MOSC 51C4. The Sergeant First Class serve as NCOIC on Contracting Teams (CT) or in Contracting Battalions (CBN) in the Operations and Requirements or Contract Administration Services sections, or in Contracting Support Brigades (CSB) in the Operations and Requirements, Contract Administration Service, or Plans and Policy section, or other Table of Distribution and Allowances (TDA) generating force assignments; provides general contracting advice and assistance to operational commander; provides technical advice and assistance to supported units; assists with leading, deploying, and executing orders, contingency plans, and deliberate plans for contingencies and military operations; manages operations and requirements generation support for deployed/exercising joint task forces; assists with the development, revision and maintenance of all operational databases and plans for deployable contingency contracting computer hardware/software; assists with development of procedures that best support the supported organization's needs with the main intent to familiarize supported units with the location, mission, and procedures to expedite supply, services, and construction contracts; manages administrative assistance with the execution and revision of contracting support plans, annexes, and appendices in support of operational, contingency, and deliberate plans associated with the supported area of responsibility (AOR); assists with the development and revision of contracting support plans and policies, annexes, and appendices in support of operational contingency and deliberate plans associated with AOR operations; manages pre and post-award contract actions; executes other contracting support tasks as assigned; prepares Contracting Team (CT) for deployment; deploys and redeploys Contracting Team (CT).
MOSC 51C5. Master sergeants generally serve in the Operations and Requirements or Contract Administration Services sections of Contracting Battalions (CBN) and Contracting Support Brigades (CSB) or in other Table of Distribution and Allowances (TDA) generating force assignments; identifies commander's intent and mission-critical points within supporting units; determines levels of support required that may be provided by the supported units; reports projected requirements for sustainment of missions for the supported units; provides pre-award and post-award theater contracting oversight.
MOSC 51C6. Sergeant Majors and Command Sergeant Majors perform a substantive amount functional contracting in order to stay relevant and to train and mentor NCOs; serves as the senior enlisted advisor to the Contracting Battalion (CBN) or Contracting Support Brigade (CSB) commander or primary staff LTC/COL in Table of Distribution and Allowances (TDA) units; supports health and welfare of Soldiers in the assigned unit or command; ensures a high level of readiness and training proficiency within the unit; serves as the primary enlisted contracting and business advisor to the commander in support of division-level operational commands; serves as the primary enlisted contracting and business advisor to the Contracting Support Brigade (CSB) commander in support of Corps, Army Service Component Commands, or Sub-unified Commands.
