Lieutenant Colonel Eugene S. Harris distinguished himself in the performance of outstanding service to the United States as Director of Quality and Risk Management, 39th Medical Group, 39th Wing, Incirlik Air Base, Turkey. During this period, Colonel Harris coordinated with 15 providers across U.S. Air Forces in Europe (USAFE) to eliminate a decade long backlog of case reviews, enhancing patient safety and aligning the Group with DHA policy. He led a staff-assisted site visit and oversaw the resolution of seventy-four findings, enhancing the organization's compliance posture. Additionally, he stepped in to perform critical Infection Prevention duties during a staffing transition, ensuring continuity of infection prevention protocols and readying the organization for a three-year certification survey by The Joint Commission. Moreover, he represented the United States during a multinational engagement in Croatia, where he guided NATO partners through the development of a Role 2 medical capability by facilitating table-top exercises focused on patient tracking, evacuation, and deployment planning. Finally, Lieutenant Colonel Harris forged partnerships with host nation, joint, and interagency medical counterparts, significantly enhancing 39th Air Base Wing and installation medical readiness. The singularly distinctive accomplishments of Lieutenant Colonel Harris reflect great credit upon himself and the United States Air Force.




MOS 70K Health Services Materiel

For exceptionally meritorious service while serving as Medical Logistics Officer in 38th Infantry Division from November 2023 to August 2024. CPT Dixon's superior technical expertise was instrumental in resolving numerous critical CL VIII issues during the WFX, ensuring seamless medical support. He meticulously prepared the division for deployment by coordinating the procurement, calibration, and shipment of thousands of dollars worth of essential medical equipment. CPT Dixon's dedication extended beyond his primary duties, as he personally counseled over 500 service members on deployment medical readiness, significantly enhancing the division's operational capability. His outstanding leadership and unwavering commitment reflect great credit upon himself, the 38th Infantry Division and the United States Army.
