Her proactive monitoring and tracking of expiration dates were instrumental in preventing any lapses in security coverage. By providing weekly updates to leadership during CoS/DEPSYNC meetings, she ensured that personnel security remained a top priority and that leadership was consistently informed of the command's readiness.

The employee's attention to detail was evident in her management of Periodic Reinvestigations, RFAs, and CSRs within DISS. She ensured that all personnel were notified in a timely manner, which allowed for the smooth and uninterrupted adjudication of all clearances. This proactive approach was critical in maintaining the mission readiness of the organization.

A key accomplishment during this period was the flawless collection and preparation of 70 monthly PSIP submissions for individuals with expiring investigations. Tiffany consistently met the required 5-day window for forwarding completed PSIP documents to the HQDA Security Office, a testament to her commitment. Furthermore, her accurate maintenance of personnel accountability across multiple security platforms, including DISS, SOAS, and the PFPA Access Management Portal, ensured that access control and security records were always current. Overall, Tiffany provided consistent, timely, and accurate security support that significantly strengthened OCLL's personnel security posture. Her dedication and expertise were vital in ensuring uninterrupted mission readiness and upholding the highest standards of security for the organization.

During this rating period, Tiffany demonstrated a successful level of efficiency and reliability in managing critical security processes. Tiffany consistently processed over 80 security clearance transfer requests and Visitor Access Requests with remarkable speed, ensuring all were completed within five hours of receipt. This rapid turnaround facilitated timely and seamless coordination with receiving Security Management Offices, enabling OCLL personnel to attend essential briefings and events without delay.

Tiffany's dedication was further showcased in her support of OCLL personnel traveling on Congressional and staff delegations. By transmitting more than 120 clearance verification memos to the State Department and Regional Security Offices within the same demanding five-hour standard, they ensured the proper and prompt transmission of cables to embassies and overseas organizations. This directly supported the uninterrupted and secure travel of personnel for critical missions.

Tiffany adeptly managed the submission of Permanent Certifications (PERMCERTs) to the Senate and House Security Offices. This proactive measure guaranteed that Fellows and other personnel had the recurring access needed to perform their duties on Capitol Hill, preventing any disruption to vital legislative engagements. Overall, she upheld the highest standards of responsiveness, accuracy, and reliability throughout the rating cycle. Her diligent and timely execution of all clearance-related actions provided a foundation of trust and efficiency, ensuring smooth coordination and accurate clearance validation for all OCLL engagements.

Serving as the cornerstone for OCLL's Protection Program and Security Management, Tiffiany provided outstanding guidance and vigilant oversight across all facets of personnel, asset, and information security. They consistently maintained a high level of situational awareness regarding all security functions, enabling them to provide the Chief, Legislative Liaison with timely and insightful advice on critical protection requirements and emerging issues.

Tiffany demonstrated exceptional initiative by ensuring all elements of the Army Protection Program, as outlined in AR 525-2, were fully supported with current and effective Standard Operating Procedures (SOPs). Tiffany's proactive approach was particularly evident in her diligent efforts to address and correct OIP findings. By meticulously documenting, updating, and implementing new protection program procedures, she significantly enhanced the organization's compliance and security posture throughout the rating cycle.

In the realm of operational security, she maintained a keen awareness of OPSEC-sensitive activities, ensuring all measures were perfectly aligned with guidance from OAA and HQDA SPSD. Tiffany diligently tracked, documented, and reported all mandatory security training, guaranteeing the workforce remained knowledgeable and prepared. Her contribution to the organization's risk management framework was substantial; she provided comprehensive monthly program risk updates and internal control evaluations to the OCLL Internal Control Administrator, which was integral to the command's Annual Statement of Assurance.




Joint Personnel Adjudication System (JPAS) Manager

As the first junior enlisted team member to arrive in country, PFC Small served at the Baghdad Diplomatic Support Center (BDSC) in support of OPERATION INHERENT RESOLVE. PFC Small's attitude and enthusiasm was immediately recognized and resulted in his selection to transition to Union III to serve on the Ground Movement Team. As the Ground Movement NCO, PFC Small was assigned broader scoped tasks such as creating the Space-A Manifest. In addition, he served as the Department of Defense and Coalition Forces Joint Personnel Adjudication System (JPAS) Manager for BDSC. His diligence and determination to learn proved instrumental as he quickly demonstrated a higher level of skill and ability to perform his new duties. He was allowed to work beside the Department of State Access Control LNOs daily and broadened his job knowledge by seeking guidance and putting that guidance into action by accomplishing every task asked of him quickly and efficiently.




Security Manager

Meritorious service while assigned as Security Manager, 515th Engineer Company, 5th Engineer Battalion, Fort Leonard Wood, Missouri from 20 September 2016 to 02 August 2018. Staff Sergeant Carlos B. Johnson's leadership, integrity and dedication to duty led to unprecedented success in the unit's security program. Without experience or training, Sergeant Johnson excelled at ensuring security as security manager by implementing procedures and protocols to comply with Homeland Security Directive 12 for contractor access to federal facilities. His integration with program managers, contractors and the installation information protection office minimized delay and risk to more than $150,000,000 of construction and contracted facility operations and services. His attention to detail resulted in the removal of six contract employees with recent violent crime convictions and the detainment of three additional personnel for outstanding warrants. Additionally, he developed and implemented innovative methods for completing Electronic Questionnaires for Investigations Processing (eQIP) security system which reduced the waiting time for new employees to access information services by 50 percent. Sergeant Johnson's commendable performance is in keeping with the finest traditions of military service and reflects credit upon himself, the 5th Engineer Battalion and the United States Army.
