Exception to Policy Request
Reside Off-Post and Receive BAH

1. SPC Nia L. Williams, Veterinary Readiness Activity, 68R/Fort Detrick Section, Fort Belvoir, requests an Exception to Policy (ETP) authorizing residence off post and authorization to receive Basic Allowance for Housing (BAH) while assigned to [unit designation] at Fort Detrick, Maryland.

2. The request is based on three primary factors that have created documented hardship warranting consideration for off-post residence authorization.

a. SPC Williams is currently receiving behavioral health care at Barquist Army Health Clinic to address emotional impact from a traumatic experience associated with previous duty at Fort Meade. The treating clinical psychologist has provided a supporting memorandum recommending that off-post residence outside the barracks would benefit emotional well-being and recovery.

b. The current barracks room is undergoing renovation and requires temporary relocation to alternate quarters, with return to the original room expected approximately 28 January 2027. The repeated disruption and uncertainty surrounding living arrangements have compounded the current hardship.

c. SPC Williams is assigned to Fort Detrick while unit leadership is located at Fort Meade. Off-post residence near Fort Detrick would allow maintenance of the current duty assignment while establishing a stable living environment.

3. SPC Williams requests approval of an ETP authorizing off-post residence near Fort Detrick and consideration for applicable BAH authorization in accordance with Army and Fort Detrick policy. Approval is subject to applicable chain of command and finance processes.

4. Supporting documentation enclosed with this request includes the following:

a. Behavioral health supporting memorandum from Barquist Army Health Clinic.

b. Current orders and applicable personnel records.

5. POC for this memorandum is SPC Nia L. Williams, Veterinary Readiness Activity, 68R/Fort Detrick Section, Fort Belvoir, 785-802-XXXX, Nia.l.williams2.mil@health.mil.
