MEMORANDUM FOR RECORD (MFR)

SUBJECT: Formal Request for Interstate Transfer (IST) in Support of Enrollment in the Early Commissioning Program (ECP) at Marion Military Institute (MMI)

1. REFERENCE:

a. AR 600-20, Army Command Policy.

b. NGR (AR) 600-200, Enlisted Personnel Management.

2. PURPOSE: This memorandum formally requests the initiation of the Interstate Transfer (IST) process from the Maryland Army National Guard (MDARNG) to the Alabama Army National Guard (ALARNG) to facilitate participation in the Early Commissioning Program (ECP) at Marion Military Institute (MMI).

3. FACTS:

a. I am currently assigned to the 29th Military Police Company, 115th Military Police Battalion, 58th Troop Command, Maryland Army National Guard, and hold the rank of Private First Class (PFC). I have successfully completed the Recruit Sustainment Program (RSP) and am performing duties with my assigned unit.

b. I have received formal acceptance into the Early Commissioning Program (ECP) at Marion Military Institute (MMI), located in Marion, Alabama.

c. My scheduled report date for the commencement of the academic program at MMI is January 5, 2026.

d. Enrollment in MMI's ECP necessitates an immediate transfer to a Troop Program Unit (TPU) within the Alabama Army National Guard to maintain service continuity.

4. REQUEST: I respectfully request that the necessary administrative actions be promptly initiated to execute an Interstate Transfer (IST) of my personnel records from the Maryland Army National Guard to the Alabama Army National Guard. This action is paramount to ensuring my timely matriculation and sustained participation in the ECP.

5. ACTION OFFICER: Request SFC Dilley initiate coordination with the Maryland G-1 office and the Alabama G-1 IST Coordinator to effect the required transfer of personnel files and duty assignment.

My name is SGT Jose Villagomez. I am requesting release from E Co 3-142nd AV BN to Active Duty. While I was overseas in CENTCOM, I reenlisted for three years with the CT Army National Guard and wanted to commit my future serving my state. When I came back home, I thought transition was going to go well for me. Instead, I miss being able to do new activities with different people and developing friendships. I have switched jobs more times this year than I had before I was deployed. Financially this job is not currently fulfilling my financial needs nor my emotional needs. I believe there would be a greater chance to reclass into a different MOS and more opportunities to go to different schools if I was in active duty. Changing to an active duty unit will be more beneficial to my goals and future plans for my career in the Army.

My name is PFC/Cadet Kim, Jong. I am requesting release from 947th Quartermaster Company Reserves Unit to a National Guard Unit C Co. (DET 1) 1-116th INF VAARNG at 15 College St. Christiansburg, VA. 24073. I am currently enrolled as a junior in college at Virginia Tech and I feel it is impractical for me to drive five to six hours to Pennsylvania once every month when there is a unit within ten miles of my school. Changing to this unit will be more beneficial to my collegiate career and future plans for my career in the Army.
