Army Liaison

MERITORIOUS SERVICE WHILE SERVING AS ARMY LIAISON, NORTHWEST JOINT REGIONAL CORRECTIONAL FACILITY (NWJRCF), JOINT BASE LEWIS MCCHORD, WASHINGTON FROM XXXXXXXXX TO XXXXXXXXXX. DURING THIS PERIOD, SERGEANT HECTOR MORALES SERVED AS ONE OF ONLY TWO ARMY LIAISONS AT THE NORTHWEST JOINT REGIONAL CORRECTIONAL FACILITY (NWJRCF). AT THE RISK OF NONCOMPLIANCE WITH THE FACILITY'S MEMORANDUM OF AGREEMENT (MOA), HE WAS REASSIGNED FROM HIS APPOINTED PLACE OF DUTY AND WAS THRUST INTO A KEY STAFF POSITION WITH LITTLE GUIDANCE, AND FORCED TO REBUILD THE LIAISON PROGRAM AND PROFESSIONAL WORKING RELATIONS WITH THE NAVY. IN THIS POSITION, HE CONSISTENTLY DELIVERED STELLAR PERFORMANCES THROUGH THE SUCCESSFUL IN-PROCESS, OUT-PROCESS, AND TRANSFER OF 87 ARMY, NAVY, MARINE, AND COAST GUARD PRISONERS, AND ENSURED 100% ACCOUNTABILITY OF CRITICAL LEGAL DOCUMENTS AND UNIFORM ITEMS. INTEGRATED INTO ALL ASPECTS OF THE FACILITY, HE PLAYED A CRUCIAL ROLE IN TWO FORCED CELL EXTRACTIONS AND ASSISTED THE FACILITY IN PASSING TAV WITH A SCORE OF 96%. HIS PRESENCE AT THE FACILITY HAS ESTABLISHED A RENEWED, HIGHER, LEVEL OF EXPECTATION OUT OF FUTURE ARMY LIAISONS. THE STERLING PERFORMANCE OF SERGEANT MORALES REFLECTS GREAT CREDIT UPON HIMSELF, THE NORTHWEST JOINT REGIONAL CORRECTIONAL FACILITY AND THE UNITED STATES ARMY.




Internment and Ressettlement Specialist

Specialist Olson's experience with corrections from a previous deployment of working in a detention facility in Bagram, Afghanistan aided in the safety of 20 peers, facilitated operations without incident of assault to guard force and prevented the loss of sensitive equipment. Specialist Olson's expansive knowledge of detention procedures assisted other team members in understanding and complying with JDG SOP in support of Operation Enduring Freedom in Guantanemo Bay, Cuba.




Internment and Ressettlement Specialist

SSG Meyer assisted the SOG of the New Camp Cropper TIFF with keeping custody and control of 220 detainees and 50 personnel spanning two compounds. In the event of absence of the SOG, SSG Meyer swiftly and effectively took charge as the SOG ensuring continued operations and a successful mission.




Inmate Labor NCOIC

SFC Apperson managed between 40 and 50 federal prisoners daily in support of USAG Camp Parks operations, providing janitorial service for 36 buildings supporting approximately 1,400 full time DoD civilian employees, contractors, tenant Units, and the 80th training command with over 6,000 students a year.




Mail Handler

Throughout the deployment, SPC Beardsly consistently performed his demanding duties in an exemplary and highly professional manner. As the detachment's mail handler, SPC Beardsly reorganized and implemented an effective detachment-level mail storage facility which significantly increased the unit's ability to maintain accountability and manage distribution of personal mail and packages. Contributing to the high level of morale in the unit, he ensured that all mail was delivered to personnel within 12 hours of receipt. In addition, during facility tours, he briefed and assisted in escorting distinguished visitors, including the ARCENT CSM and the provost marshall.




Team Leader

As a team leader in First Squad, Headquarters platoon, Sergeant Hines was responsible for the health, welfare and mentoring of all soldiers in the squad. During deployment, SGT Hines maintained 100% accountability of his team's sensitive items, including weapons, close combat optics and masks. SGT Hines' esprit de corps produced a sense of loyalty, teamwork and initiative in his subordinates and sustained morale throughout the deployment.

Sergeant Hines served as a Team Leader for a five-man grab team. He was selected from among his peers to serve as a member of the Bagram detention facility Combined Emergency Response Team (CERT). During his tenure on the CERT, Sergeant Hines' dedication to duty helped his team excel in their mission.

As a critical member of the CERT, he assisted facility escorts in conducting over 80 external movements of detainees. His deliberate actions and attention to detail ensured the safety of both the team and the detainees.




Guard Force Commander

Sergeant First Class Leon Panetta distinguished himself by exceptional meritorious service while serving as a Guard Force Commander, responsible for up to 47 United States Soldiers and 45 Afghan National Army Soldiers that support operations in Detainee Housing Unit Foxtrot (DHU-F) and Afghan Housing Unit Delta (AHU-D) within the Detention Facility in Parwan (DFIP). SFC Panetta played an integral role in the drafting of the U.S. Standard Operating Procedures for AHU-D's Afghan-managed facility. This SOP has served without alteration for 3 years and will continue to meet requirements for years to come.




Central Control Shift Leader

SGT Jones performance as a Central Control Shift Leader was superb while assigned to the United States Disciplinary Barracks (USDB). He contributed his extensive knowledge and experiance while working as a Shift Leader of the Central Control Correctional Staff. Due to his outstanding attention to detail and his ability to work under high stress situations while making sound decisions, he significantly decreased the margin of error and dramatically increased the efficiency of the Central Control and the JRCF operations.




Housing Unit Correctional Specialist

o managed custody and control of more than thirty inmates assigned within the housing unit-zero incidents

o oversaw radio room section, zero work-related incidents, and maintained 100% accountability of all equipment

o maintained order; utilized IPC skills to defuse volatile situations while guarding over 36 detainees




Detention Facility

SGT Cox developed a spreadsheet to track and manage over 75 detainees on a hunger strike during March 2013. His documentation was critical to the Afghanistan National Detention Facility in Parwan's ability to manage the medical concerns and safety of detainees.

SGT Cox volunteered to remain on duty multiple nights to assist the Special Housing Unit Operations in updating and reporting missed meal and significant acts to Battalion Operations. SGT Cox's initiative in accurately reporting durations and statuses of detainees refusing water and meals was imperative to the mission and detainee safety.

SGT Cox conducted multiple force cell extractions on a regular basis without injury to personnel or detainees. His professional leadership created and maintained an atmosphere of professionalism and respect during difficult operations.

SGT Cox identified the need for and updated all unit SOPs making inbound training significantly more effective.

FOR OUTSTANDING ACHIEVEMENT WHILE SERVING AS A SOLDIER ASSIGNED TO THE GUARDFORCE IN DETAINEE HOUSING UNIT CHARLIE FROM XX SEPTEMBER 2013 TO XX OCTOBER 2013. DURING THIS TIME YOU MAINTAINED STRONG DISCIPLINE AND PROFFESIONALISM IN THE FACE OF ADVERSITY. BY YOUR ACTIONS YOU HAVE BEEN RECOGNIZED AS THE SOLDIER OF THE WEEK ON MULTIPLE OCCASIONS. YOUR ACHIEVEMENTS REFLECT GREAT CREDIT UPON YOURSELF, YOUR UNIT, AND THE UNITED STATES ARMY.




Correctional Specialist

While deployed, SPC Posner consistently performed her demanding duties in an exemplary and highly professional manner. As the detachment's mail handler, SPC Posner established and reorganized an effective detachment-level mail storage facility which significantly increased the unit's ability to maintain accountability and manage distribution of the Soldiers' personal mail and parcels.

Boosting morale in HHC 705TH MP I/R (FWD), she ensured that all mail was safely stored, protected from breaches of privacy, and delivered to personnel within 24 hours of receipt.

SPC Posner was recommended for and won the detachment Soldier of the Month board with an unprecedented performance.

During facility tours, she represented the mail facility in a professional manner, briefed visiting dignitaries, and assisted in escorting the ARCENT CSM and the Provost Marshall.




USDB Escort

o conducted, controlled inmate movements both inside and outside of facility on a regular basis




Personal Security Detachment (PSD) Member

In support of Operation Enduring Freedom XII, SFC Slick Warner, Alpha Battery/ TF Wow, served in Kabul and Placeville Province, Afghanistan from DAY MONTH YEAR until DAY Month YEAR as a Personal Security Detachment (PSD) member and as a Base Defense Operations Center (BDOC) RTO. As a PSD member from to XXXX and TF Wow RTO from June XXXX to present, SFC Warner's skills and competence played a vital role in TF Wow's mission success. His tact, work ethic, and positive attitude were particularly noteworthy. His attention to detail, enthusiasm, and indomitable spirit proved vital to BDOC operations, integrated defense, TF Wow's mission within Placeville Province, and support for various RC-East units during OEF XII.

SFC Warner's exceptional service as a PSD member resulted in 20 security patrols for 10 VIPs without incident. His efforts within the PSD ensured ISAF leaders across Afghanistan remained well protected. SFC Warner transitioned seamlessly from the PSD to the BDOC. SFC Warner's service as an RTO resulted in accountability of over 200 patrols throughout Placeville, Province. He also assisted BDOC battle drill execution for five IDF attacks. SFC Warner spent over 3,000 hours in the BDOC, leading to his ability to successfully integrate leaders' guidance and procedures within the BDOC. SFC Warner monitored radio traffic, a blue force tracker, and tracked over 200 mounted combat patrols throughout Placeville Province, Afghanistan. SFC Warner primarily communicated with TF Wow's maneuver units including a Military Police Company, an Infantry Company, a Headquarters Support Company, and an Air Force Quick Reaction Team.

SFC Warner was instrumental in the BDOC's day to day operational success. His planning skills allowed him to refine and implement over twenty BDOC Battle Drills, resulting in increased efficiency during critical moments. He expedited asset allocation to units conducting combat operations. His communication with 10 combat enablers including ISR assets, JTACs, fixed wing assets, rotary wing assets, fire supporters, and explosive ordnance personnel ensured our maneuver units had joint firepower to support their operations. His experience was also shared with Air Force personnel within the BDOC, creating an enhanced awareness of operations and allowing the 4th Expeditionary Security Forces Squadron (ESFS) and TF Wow to command and control integrated defense efforts.

SFC Warner contributed greatly to his section's overall performance within the BDOC. His duty performance was superb while assigned to the PSD and the BDOC, coordinating numerous combat patrols and three major combat operations. Instrumental in facilitating the Task Force s communications with various units and organizations, SFC Warner's efforts led to the success of 4th ESFS and TF Wow's combat operations.




Patrol Supervisor

As a Patrol Supervisor, SGT SoSo expertly performed and directed law enforcement support to the USAG Baden-Wurttemberg Community and USAREUR Headquarters. His exceptional ability to flawlessly complete over 200 Military Police Reports and coordinate over 4,320 patrol elements across a 40 square mile area of operation, ensured the safety of 32,000 Soldiers, Airmen, Marines,Foreign military personnel, DOD civilians, and Family members.

As a member of the USAREUR Protective Services Division's Guard Force, SGT SoSo provided constant physical security and force protection to the USAREUR Headquarters building and Commanding General's personal residence. His commitment to duty, vigilance,and professionalism enabled him to provide a safe and secure environment for over 1,500 military and civilian personnel, which included the USAREUR Commanding General, Deputy Commanding General, and Command Sergeant Major.

SGT SoSo's dedication to duty, motivation, and military bearing earned him the reputation as one of the most dependable Team Leaders in the 529th Military Police Company "Honor Guard." SGT SoSo displayed tremendous devotion to Soldiers by volunteering countless hours on his personal time and applying his vast knowledge in weapons and physical training. Under his tutelage, 19 Soldiers in the platoon fired first time "go" on the M4 and M9 weapons system and his squad APFT average was raised by 25 points.

SGT SoSo's level of technical and tactical knowledge contributed greatly to the accomplishment of countless missions during his platoon's training cycle. His proficiency as a Team Leader enabled the platoon to receive excellent ratings during the last company external evaluation, which directly reflected SGT SoSo's leadership potential, attention to detail, and dedication to duty.




Operations NCO

SFC XXXX was selected as the Operations NCO for the XXXth MP Bn Rear supporting four combat support MP companies and two law and order detachments. He managed the production of 300 orders and taskings with no discrepancies that supported the XXth MP Brigade, 8th TSC and USARPAC. He personally supervised the successful deployment and redeployment of 30 individuals ISO worldwide contingency operations. In addition, he displayed exceptional organizational and managerial skills far beyond his peers.

In the absence of the Battalion Operations SGM, SFC XXXX ensured the S-3 shop continued operations with minimal direction. During high OPTEMPO, he successfully synchronized the deployment of the XXth MP Company in support of OEF, while simultaneously setting the conditions for a smooth redeployment and reintegration of the XXXd MP Company. He expertly managed and coordinated numerous training events, to include an Air Assault Course and four new equipment fielding/training missions.

SFC XXXX was instrumental to the development and implementation of the 728th Military Police Battalion law enforcement certification program. A unique, world class MP training program which enabled the battalion to achieve a level of public safety and emergency response proficiency that surpassed the Army's standards. SFC XXXX certified over 1000 MP on 69 law enforcement specific tasks, including active shooter, standardized field sobriety testing and RADAR & LIDAR operations.

While performing duties as a Military Police duty officer, SFC XXXX provided exceptional law enforcement support to USAG-HI and the DES. On multiple occasions, he flawlessly established an incident command post, coordinating fire, EOD, ambulance and multiple other agencies in real-world incidents. SFC XXXX's dedication and commitment to excellence greatly enhanced the installation's ability to provide a secure environment for over 93,000 Soldiers and their Family members residing on Oahu.

FOR EXCEPTIONALLY MERITORIOUS SERVICE IN POSITIONS OF INCREASING RESPONSBILITY CULMINATING A 20 YEAR ARMY CAREER AS THE OPERATIONS SERGEANT FOR XXXTH MILITARY POLICE COMPANY. SFC XXXX'S PROFESSIONALISM, INITIATIVE, COMPETENCE AND LEADERSHIP WERE INVALUABLE TO THE SUCCESS OF THE COMPANY. HIS VAST ACCOMPLISHMENTS INCLUDE MULTIPLE INDIVIDUAL AND UNIT DEPLOYMENTS AND THE ESTABLISHMENT OF THE LAW ENFORCEMENT CERTIFICATION PROGRAM. SFC XXXX'S SUPERB LEADERSHIP, LASTING CONTRIBUTIONS AND SERVICE TO NATION REFLECT GREAT CREDIT UPON HIM, THE XXTH MILITARY POLICE BRIGADE, THE XXTH THEATER SUSTAINMENT COMMAND AND THE UNITED STATES ARMY.




Battle NCO/RTO

While deployed in support of Operation Enduring Freedom, SFC Reynolds performed the duties of Battle NCO in the Task Force Tarpon Tactical Operations Center during the attack on 19 January 2014. SFC Reynolds adhered to sound tactical doctrine during operations by identifying, updating and disseminating appropriate briefing and tracking aids to provide accurate and up-to-the-minute reporting and tracking of personnel on the battlefield.

SFC Reynolds demonstrated dedication and responsibility by stepping out of his MOS and into one of the most important roles in Kabul Base Cluster as RTO in the TOC. Not only did SFC Reynolds do this to the best of his ability but he became an outstanding and indispensable RTO for KBC OPS.

SFC Reynolds displayed laudable leadership skills and solid technical expertise while providing 100% reliable communications in support of Task Force Tarpon during battle drills. SFC Reynolds' all-encompassing leadership and "Take Charge" style faciliated a sense of teamwork, loyalty, and involvement in his subordinates. His enthusiasm inspired his peers and subordinates to rise above themselves to accomplish all missions.

As Battle NCO, SFC Reynolds developed and maintained effective communication with the Battle Captain, S-3 OIC, J6, Task Force 51, KBC Bases, and RTOs. Despite the challenges posed by a continuously expanding operations tempo and mission responsibilities, he accepted and completed all tasks with the utmost professionalism. His experience, maturity, attention to detail and proficiency were vital to, not only the the success of 226th MEB, but the entire Task Force Tarpon.




Quick Reaction Force

While assigned to the personnel gate at the North CP, SPC John Doe was able to confiscate five fake Jensiyas, Iraqi Identification Cards from local nationals trying to get on to FOB HAMMER illegally. On the same day at the North Gate SPC John Doe also obtained information from different Iraqis, that helped provide stability to the region during the elections.

SPC John Doe ensured the Quick Reaction Force was ramped up and ready to proceed to point of origin and point of impact grids, after multiple indirect fire attacks. His immediate actions, erudition of indirect fire drills, and auspicious decision making skills helped lead to the 100% accountability of over 2000 Soldiers and civilians on FOB DELTA.

During the six months SPC John Doe has been deployed, he has gone above and beyond the call of duty taking his own personal time to help improve his fellow Soldiers. SPC John Doe took his own personal time to help two Soldiers pass their APFT exceeding the Army standard by over forty points. In addition, SPC John Doe worked diligently and sought self improvement to pass the Pre-Ranger APFT. He improved his own PT score by 30 points, increasing the Squad average by 20%.

During Operation Iraqi Freedom, SPC John Doe continuously volunteered to work above and beyond his peers during his down time to ensure the 3rd MP Platoon vehicles were fully mission capable. SPC John Doe continuously took initiative to ensure four MRAP's and four HMMWV's were fully mission capable with little to no guidance. SPC John Doe contributed to the platoon by maintaining a 95% operational readiness rate during the first six months of deployment.




Squad Leader/Trainer

SSG Meyers' keen insight and creative ability to match needed schools with key personnel increased the unit's ability to perform its wartime mission and increased unit METL compliance by 50%. In addition to his assigned duties, SSG Meyers assisted with many other training requirements which increased the deployment readiness of Echo Company Det 1 and its Soldiers. SSG Meyers took the lead in the preparation and execution of all ATEX operational requirements that related to Anti-Terrorism activities for 2013 in Saipan.




Squad Leader

Staff Sergeant G deployed to Operation Enduring Freedom from Feb 2012 to Mar 2013 where he served as Squad Leader of a Military Police combat support unit. He exceeded expectations in his performance as the Sergeant of the Guard (SOG) and was responsible for 19 Soldiers, 5 observation towers, 1 Entry Control Post, multiple security escorts, and Personal Security Details.

Sergeant G provided career planning and professional development for all Soldiers in the company. He informed Soldiers of NCOES and other schools needed for advancement to the next grade and described the challenges they were likely to encounter. He forecasted school slots for all eligible soldiers and submitted these to Home Station.

Sergeant G supported members of his squad by finding Active Guard Reserve (AGR) hiring opportunities for Soldiers and helping them with the application process.

Sergeant G made himself an invaluable security asset by assisting in planning company training on Individual Tasks and Rules of Engagement Scenarios. He maintained the highest alert posture and ensured the perimeter security of task force personnel and their assets valued at over $10,000,000.

He mentored Team Leaders on how to properly lead and evaluate training per FM 7-0. His After Action Reviews continually added shared knowledge to the platoon for their Security Forces mission.

Sergeant G maintained positive control of all squad equipment during mobilization and deployment. He was responsible for $2.5 million in vehicles, weapons, and support equipment. As the Sergeant of the Guard he was responsible for over $200,000 in equipment.

SSG G exhibited the traits and characteristics of a true, professional by showing genuine concern and care for all Soldiers under his direct supervision.

SSG G could always be depended on to perform any mission, at any time.

SSG G's tactical and technical proficiency greatly aided to the successful completion of the Security Division's law and order mission.




Operations Officer

MSG Ayers aggressively took the lead and organized planning efforts for supporting JLOTS. Responding to the unique operating environment, he proactively acquired cold weather gear and determined mission requirements for PSU 301 to participate in a cold weather joint training exercise. As the ranking member, he managed the operational and logistical preparation of 48 members for deployment to JLOTS. His team completed over 1,500 PSU PQS sign-offs, earned 20 PSU Pins, passed the PSU Pin board and qualified as certified Port Security Unit members. His efforts delivered a fully qualified security team in minimal time. During the JLOTS exercise, he assisted PSU 301 leadership, oversaw 11 challenging OPFOR training scenarios and accomplished 100+ vehicle searches and 22 personnel searches. His efforts were recognized by the joint staff.

MSG Ayers was a staunch champion of USCG security during JLOTS. He tactfully used political acumen to resolve outstanding responsibility issues while at the same time establishing cooperative relationships with multiple local, state, Federal and military agencies. His efforts established PSU 301 as the foremost port security unit within JLOTS Command.




Security Forces

SSG Thompson consistently performed his demanding duties in an extremely professional manner. He distinguished himself as a highly respected and effective leader of the Security Forces through his keen understanding of various Law Enforcement systems, programs and policies.

SSG Thompson's professional acumen and ability to communicate effectively across widely varying military and civilian communities helped ensure air-tight security and general order throughout the 65,000 acre confines of Fort Bragg.

He exceeded course standards with a 97% average during the 31B40 Military Police Senior Leader Course.

His professional interface with members of the Department of Defense Police, civilian authorities, sister services, supporting units and their staff was critical in detecting, deterring and defeating any threat to Fort Bragg and its tenant units.




Team Leader

o dedicated service made him a invaluable asset to the Afghan Border Police Embedded Tactical Trainer (ETT) Security force team

o supervised troops responsible for protection of coalitions forces, third country nationals, and host nation forces at Khabari Crossing

A highly accomplished criminal investigator, he directly led or significantly influenced a multitude of highly sensitive cases, leveraging his extensive civilian law enforcement expertise to bolster investigative processes and mentor less experienced agents.

MSG Costas spearheaded an in-depth review of his unit's capabilities, sources, and case files, to identify program weaknesses and discrepancies.

His efforts laid the groundwork for the Detachment's Excellent Unit inspection rating 12 months later.

MSG Costas also developed the final iteration of the command-wide policy to video record all suspect interviews.

He validated the policy to video record all suspect interviews against a cross-section of civilian and federal law enforcement agencies ensuring the practice was consistent with industry standards and case law. The new policy was a seismic cultural shift for the Provost Marshall and significantly improved case adjudication.
