PART II - BACKGROUND INFORMATION
Purpose of Counseling:
To educate PFC Smith on the seriousness of driving while intoxicated and the consequences of receiving a DUI here at Fort Stewart, so he may not make the same blunder again.
Also, the SM was caught excessively speeding on base, on the day of Nov 7th at 23:11 going 25 over the speeding limit of 30. Driving on base is a privilege not a right. With that being said, SM has failed to demonstrate the army value of integrity and has ignored the brief that he was given.
III - SUMMARY OF COUNSELING
PFC Smith, you are being counseled for failing a sobriety test on 7 Nov 2025 at or around 23:11 with a BAC of 0.12, almost twice the legal limit. Driving under the influence is the number one cause of traffic fatalities and is a danger to you, your passengers, and anyone else on the road. You have been briefed countless times from the Battalion Commander, the Company Commander, and by your chain of command not to drink and drive. I understand that you did not intend to drive impaired and may not have considered yourself to be impaired, but rules must be enforced. Drinking and driving is a serious offense and this type of behavior will not be tolerated. As your supervisor, it is my responsibility to protect Soldiers and correct unacceptable behavior.
In regard to the SM speeding on base.
Driving on base is a privilege and not a right. You can easily lose post-driving privileges for 6 months or a year for speeding violations.
The speed limit on the installation is 30 MPH unless otherwise posted. It is 20 MPH in the housing area and 10 MPH when passing formations.

In addition to the requirements of 634.10 of this subchapter:
(a) Administrative suspension or revocation of installation driving privileges applies to the operation of a motor vehicle on Fort Stewart/Hunter Army Airfield.
(b) Installation driving privileges will be suspended for up to 6 months for drivers who accumulate 12 traffic points within 12 consecutive months, or 18 traffic points within 24 consecutive months. Losing your driving privileges does not relieve you from your responsibilities and will not be considered a valid excuse for being late or absent.
This counseling is not a punishment or a disciplinary action. It is merely to inform you of the consequences of further driving violations.
I am required to forward this ticket to the orderly room where it will be kept on file.
Plan of Action
Read the base driving regulation, IMSE-STW Regulation 190-5 and get familiar with regulations. SM will also educate his battle buddies with information on how to avoid tickets in the future.
SM will also write an essay on the importance of not speeding regardless of being on base or not.
SM will also be recommended for punishment under the UCMJ due to the action of drinking and driving on base and will be placed under supervision by peers for 30 days.
