As your supervisor, I am willing to help advance your army career. However, you have shown no interest in becoming an NCO at any point in your Army career. Although you are eligible for the promotion board, you have expressed no interest and have stated you do not want to promote.
I acknowledge that you are always on time and in the proper uniform. And when I give you a task, you will get it done. However, you do not go above and beyond or take the initiative if a task is not specifically assigned to you. I understand that you are working on getting out of the Army and all of your focus is on clearing.
You have stated many times that you do not wish to compete for promotion and want to focus on your med board process. You will not be pushed to promote. Until you take on more initiative, such as teaching the new soldiers when there is down time instead of sitting on your phone or talking about non work related topics, I don't feel that you are ready for increased responsibility or promotion.
In summary, due to my observation of your performance, I don't feel that you are ready for increased responsibility or promotion. Although you have stated that you do not wish to promote, if you change your mind you should strive to be more mindful of how you are viewed by your peers. There is always work or training that needs to be done such as cleaning weapons, teaching PMI on weapons, or going over classes related to what will be done in the field. You should strive to be the best in your field by always being on time, motivated, and ready to work. You should always stay positive and set a good example for the other soldiers.
