Meritorious service while serving as Aircraft Structural Repairer, C Company, 209th Aviation Support Battalion, from 20 May 2015 to 19 May 2018. During this period, the professional skill, leadership, and ceaseless efforts of Specialist Rutkowski contributed to the effectiveness and success of countless phases of UH-60 Blackhawk and CH-47 Chinook maintenance. In addition, he demonstrated skill and expertise while serving as a DART team member and representing the unit during a brigade DART rodeo. Moreover, Specialist Rutkowski served as the primary bench stock representative for Airframe since 2016 and reduced the incidence of aircraft maintenance awaiting parts by fifty percent. Specialist Rutkowski's extraordinary efforts and accomplishments during this period reflect credit upon himself, the 209th Aviation Support Battalion and the United States Army.




Organized maintenance plan and ensured mission success on multiple airframes, oversaw proper maintenance procedures and techniques, lead soldiers to become better at their job and served as squad leader.




SPC Sutphin served as an Aircraft Structural Repairer in AVCO, Task Force Sinai, providing maintenance to eight UH-60L aircraft. SPC Sutphin was key in the completion of phase maintenance, inspections and repairs, and over 100 unscheduled maintenance tasks. His dedication to duty ensured the accomplishment of aerial missions in support of the Multinational Forces and Observers (MFO).




Was instrumental in the preparation of the Hangar and Shop Operations during the Aviation Resource Management Survey (ARMS) Inspection. He assumed the challenging task of reviewing, updating, and correcting all required training certifications, charts, and SOP. His efforts in preparing for this intense inspection greatly aided the company in achieving an overwhelming success.




Outstanding achievement while serving as Aircraft Structural Repair Shop Supervisor, 209th Aviation Support Battalion, 25th Combat Aviation Brigade, Schofield Barracks, Hawaii from XXXXXXXX to XXXXXXXXX. During this period, Staff Sergeant Fernando Hart displayed excellent supervisory skills as lead structural repair instructor. He was hand selected to assist engineers with the "first ever" field removal of a C-130J lower center wing composite flap baffle panel and identified water entrapment as the cause of severe corrosion damage to critical wing trailing edge panel support ribs. He demonstrated superb technical knowledge in directing the disassembly, inspection and repair of components to meet requirements for preserving structural integrity of the left center wing. The benchmark results were instrumental in developing technical guidance for worldwide C-130J trailing edge wing repairs. Sergeant Hart's devotion to duty earned accolades from Lockheed Martin aviation branch engineers and reflected credit upon himself, the 209th Aviation Support Battalion, 25th Combat Aviation Brigade and the United States Army.
